Lima, the capital of the viceroyalty of Peru, is in a state of unrest. The authoritarian Simón Bolívar has replaced José de San Martín in leading the war for independence against the Spanish Empire.

With Bolivar returns the feared former prime minister, Bernardo Monteagudo, an Afro-descendant pro-independence lawyer, who resumes his aggressive social and anti-Spanish policies that made him hated by aristocrats and politicians.
